TSITSIKAMA EXCO OUTREACH PROGRAMME

Eastern Cape Premier, Rev M.A. Stofile will lead his Executive Council on an outreach programme to the Tsitsikama Region from today. The 
visit is one of nine regional visits planned by the Executive Council this year, which essentially means that every month the Exco will 
spend a week in one of the regions of the Eastern Cape meeting people, stakeholders and also holding its bi-weekly meetings. The Executive 
Council meeting will be held in Jeffreys Bay on 12 April 2001.

The purpose of the scheduled outreach programmes is to ensure that:

* People have an opportunity to express their unmediated concerns and aspirations to the Premier and his Executive Council regarding the 
delivery of services and efforts to improve their lives;
* The Premier and the Executive Council will brief communities on the progress made to date, plans for the current financial year for 
purposes of getting some inputs from the communities.
* The distance gap between the capital of the Eastern Cape and many communities around the province, especially those in rural areas, that 
has been a barrier between the people and their leadership in government, is closed; and
* The programme is also part of the government development communication policy that is aimed at helping even rural communities realize the 
constitutionally guaranteed right of access to information and also to hold government accountable.

Other scheduled visits include King Williams Town/Stutterheim areas, which was undertaken between March 26-30; Emboland - May 14-18; Karoo - 
June 11-15; Khahlamba - July 9-13; Nxuba/Nkonkobe - August 13-17; Maluti - September 10-14; East London/Peddie - October 1-5; and Albany - 
November 5-9. Last year four programmes were undertaken in Port Elizabeth, Umzimkhulu, Umtata and Butterworth/Idutywa.

In an effort to build greater synergy and integration in the planning and integration of government departments, departments are clustered 
into three categories as follows:

* Social Needs: composed of the departments of Welfare, Education and Health and is led by the MEC for Welfare Ms Ncumisa Kondlo;
* Infrastructural Development: composed of the Departments of Roads and Public Works; Housing, Local Government and Traditional Affairs as 
well as Sport, Recreation, Arts and Culture. This one is led by Roads and Public Works MEC Pumullo Masualle; and
* Economic Development: composed of the departments of Finance, Economic Affairs, Provincial Safety and Liaison, as well as Agriculture and 
Land Affairs.
